For PfH’s Asset Decarbonisation & Retrofit DPS Lot 4, does Installio hold PAS 2030 certification for every measure it proposes and can it name the PAS 2035 Coordinator, Assessor and Designer needed to form a compliant end-to-end retrofit team?
What it isAn Energy Efficiency DPS with active Lot 13(a) for ASHP and Lot 19(a) for solar in Plymouth and South Devon. It is open to 30 September 2028.

Section 06
The funding and policy pipeline is substantial, but the route to revenue is fragmented across buyers, DPS call-offs and appointed primes.
The Warm Homes Plan targets up to five million upgraded homes by 2030, more than 450,000 heat-pump installations per year and up to three million additional homes with solar. Ofgem had received 135,500 Boiler Upgrade Scheme voucher applications and paid £613.96m in grants by 30 June 2026. Warm Homes: Local Grant adds £500m of local-authority delivery and expressly includes solar and air-source heat pumps.
